in my fleet the leade cannot promote anymore people. It says he cant or is not allowed. So i would like to know how he cn promote more and what he has to do  thx

well me fleet admiral didnt know what to do and i have never ran a fleet before so how am i suppose to know this

i cant upgrade fleet lvl in steel warship.... i can upgrade my potency tower for squad with wat u were talking about manny, mets,reds,blues.... i can upgrade squad lvl with gold.... but when i go to fleet manager i cant upgrade anything.... could the amount of captains/ensigns have nething to do with the amount of ppl in the fleet?
